This manual was prepared in consultation with the Ethiopian Environmental Protection Authority(EPA) and provides a step-by-step approach to environmental and social management. It alsoprovides guidelines and, where appropriate, standards to deal with specific issues frequentlyencountered during the project development and construction phase.

 The manual is directed at a wide ranging audience including staff and external specialists

involved in:
 
·         Environmental planning and management;
·         Provision of consulting services;
·         Other Government Ministries and institutions;
·         Academic and research institutions;
·         Policy formulation;
·         Strategic planning;
·         Road planning and programming;
·         Road design;
·         Land acquisition and Right of Way (RoW) management;
·         Procurement of services, equipment and supplies;
·         Contract supervision;
·         Site supervision staff
·         Construction contractors
·         Road and bridge construction and maintenance;
·         Operations at local and national level; and
·         Legal services.
 
Good sense plays a major role in environmental management. However, many terms are used in the field of environmental science that may be unfamiliar to people not directly involved in the science as a profession. For this reason, the manual includes definitions of terms, descriptions of abbreviations and, where possible, uses flowcharts, checklists and matrices to facilitate an understanding of the manual.
