It is evident that anthropogenic interventions like the development of road network, in terms of both quality and quantity, has an adverse impact on the environment. With this recognition, the Ethiopian Roads Authority, especially since 1997, has started environmental consideration in all road projects.

However, it has become mandatory that, in order to undertake environmental impact assessment, explicit guidelines should be designed. On this basis, this Environmental Procedures Manual has been prepared for use by all stakeholders involved in the development of the main road network of the country.

As the development of roads adversely affects the livelihood of those especially in the road reserve width, it has become necessary to handle the issue of these adverse effects on the project -affected people.

The remedial measures to land acquisitions for roads may range from simple monetary compensation for properties to a resettlement of large number of households within the right - of -way. The issue gets more complex as the situation calls for resettlement and this Framework Policy makes an attempt to providing guidelines on how to approach and handle resettlement interventions within the domain of the main road network development of Ethiopia
